Northern Alberta Cricket Association League Rules

1.1 Playing Conditions    

All matches will be governed by ICC Laws of Cricket, except as otherwise stated in Northern Alberta Cricket Association (NACA) League Playing Rules.

1.2 Affiliation

Any player wishing to play in Northern Alberta Cricket Association (NACA) League must first apply for membership through online registration.

1.3 Players 18 or under  

  1. Any player who is 18 or under needs waiver form signed by their parent/legal Guardian.
  2. The form must be submitted 48 hours prior to the scheduled First game and sent to NACA official email address: cricketfortmcmurray@gmail.com

BEFORE THE MATCH

2.1.1 Team Squad

  1. Teams must have minimum 14 players and maximum of 18 players.

    II.       Teams squad must be submitted before deadline, the captain is responsible to submit squad in writing via NACA email, before set deadline. However, when player added upon approval, must be before at least 48 hours of applicable game day that individual is playing. 

III.       There will be no floaters allowed.

  IV.        Any player replacement after the initial roster (season start game) sent to the administration must play minimum thirty (30%) percent games to be eligible to play in the play offs.

    V.       If team bats/ball walk away after 1ST Inning team will be disqualified from the League, no league fees/dues will be refunded.

  VI.        If players is found to be under influence of prohibited substance will send back by umpires at any stage of game, no appeal will be accepted by NACA.

 VII.        Individual players cannot have registered with any other hard ball league, Clubs and Organization (Profit, Non-Profit Organization).

2.1.2 Team Roster

      I.        At least 20 minutes before the start of play and prior to the toss, team captains must submit list of playing eleven and the 12th man to the on-field umpires. Teams rosters shall be shared with both the captains before the toss.

2.2 The Toss

      I.        The toss shall take place at least 15 minutes before the scheduled start of the match. If either captain or his official representative is not present at this time or minimum 9 players of the playing11 is not present on the field, then the other team will have the option of claiming or conceding the toss.

2.3 Match Time Delay    

2.3.1 If, in the opinion of the umpires, either team is responsible for a delay in the start of the match, then that team will lose one over or six runs for each 4 minutes as applicable.

2.3.2 If only one team is present (9 or more players) at the schedule start time of the game, then that team will be declared winner as per “Walk Over” rule.

2.3.3 If both teams are not present during the scheduled start time of the game, match will be called off and no points will be awarded.

2.4 Innings Break

      I.        There will be 15 minutes inning break in T-20 format and 30 minutes break in forty overs format. Forty overs format will also have two 10-minute drinks breaks in each innings – first one after the 13th over and the second after 26th over or otherwise at umpires’ discretion.

3. PLAYING RULES

3.1      Match Timing    

3.1.1 Match timings are specified in the schedule and shall be followed strictly. Each T-20 innings must be completed in 90 minutes. Every four minutes delay will result in the reduction of one over during the batting innings. For example: If the team bowling first bowls their T-20 overs in 98 minutes then they will get to play 18 overs in their batting innings. Similarly, if the team bowling second bowls their 20 overs in 94 minutes, then 6 runs will be reduced from their batting innings.

3.1.2  T-40 innings must be completed in two hours and forty minutes. Same penalty rules apply for delays.

3.1.3 Umpires will calculate all reasonable delays unavoidable due to any forced conditions. Penalties may not apply in such cases.

3.1.4 Each team is assigned home and away roles. Home team and away team duties shall be assigned prior to the start of the league. Teams who do not comply to the home and away teams’ duties shall be fined $250.00 and could face further disciplinary actions.

3.1.5 Minimum of 9 players required to play a game. Less than 9 players at the scheduled start time of ame, the game will be called off and the opponent team will be awarded the game 2 points.

3.1.6 Any team who’s games will be called off 2 times any stage of the tournament due to less than 9 players rule, that team will be disqualified from the league on their 3rd strike and no league dues/fees will be refunded.

3.2     Match Balls    

      I.        NACA will provide board approved T-20 balls during the T-20 format.

    II.        Kookaburra balls will be used in 40 overs format.

3.3 LEAGUE STANDING & MATCH POINTS    

1)    Win – 2 points

2)    Tie – (In case no super over is possible, Max 1 in league match, max 2 in playoff games) – 1 point

3)    Rain Out / No Result – 1 point each

4)    No show or Loss – ZERO points

5)    Match called off due to no show by both teams – Zero points each. In case of tie, super over rule will be applied to decide for the winner.

3.4      Play-off qualification   

   III.        Qualifying for play-offs will be decided on the following criteria and priorities:

  IV.        If two or more teams are tied on points, Net Run Rate will decide the tabletop qualifier.  If two or more teams have same points and same Net Run Rate, then “Head to Head Rule” apply.

    V.        In the knockout stage, the teams finishing first and second in the group stage will compete against each other, with the victorious team advancing to the final. Meanwhile, the teams that placed third and fourth will also face off, with the loser being eliminated from the tournament.

  VI.        The winner of this elimination match will then play against the loser of Qualifier 1 to secure a place in the tournament. The final will feature the winners of Qualifier 1 and Qualifier 2.

 VII.        In the event of a tie or no result in any of the Eliminator, Qualifier 1, or Qualifier 2 matches, the following procedures will be followed- If a match is cancelled due to unforeseen circumstances or weather conditions that prevent the completion of the required overs, the team with the higher points total will advance. If teams are tied on score board, the one with the superior Net Run Rate (NRR) will progress towards final.

VIII.        Should the NRR be equal, the winner of the direct league match between the tied teams will move forward.

  IX.        However,  During final(s) game and In the event of of match being happening and if necessary, the competing teams will engage in a Super Over, and additional Super Overs if required, to determine the winner. if conditions do not allow for a Super Over (Max 2 rounds of super over), or if the Super Overs cannot be completed, the match will be declared a complete tie. In this case, joint winners will be announced as champions.

3.5      Weather related match delays & poor ground condition    

3.5.1  There shall not be any event of request of reschedule.

3.5.2 There will be no rescheduling of any washout games. Repeated request for reschedule will be noted as disciplinary action may cause up to disqualifying such team from league.

3.5.3 In case of weather related or unavoidable interruption, Duckworth Lewis Rule will be applied. Umpires to decide on the poor ground / playable conditions.

3.5.4 In case the match start time is delayed due to weather related or unavoidable circumstances, there will be no overs reduction for 20 minutes of delay in T-20 match. In 40 overs format, over reduction will be calculated after the 30 minutes delay in the start of the match.

3.5.5 If the final of any format is washed out due to rain or other weather-related issues, the team with most points during the league games will be declared champions. If both the teams have same points, Net Run Rate will decide the champion.

3.5.6 Similarly, if a semi final is washed out, team with most points in the league games will qualify. If points cannot decide, then Net Run Rate will come into play.

3.5.7 In case of cold weather conditions, if the current temperature on a match day is reported to be below 8 degrees at the scheduled or rescheduled start time, the game shall be called abandoned. The current temperature shall be confirmed by the umpires and both captains using the online weather reporting tool/application – The Weather Network.

3.5.8 In case of 40 overs matches interrupted by rain, weather or light conditions, if one party is in disagreement to call off a game early, the umpires shall wait until 3 hours from the scheduled end time to make a decision to call off a match to provide for an opportunity to have a minimum of 20 overs a side to determine a result of a match cannot be achieved, T-20 match cutoff time will be 2 hours from scheduled time. Minimum 8 overs per side required.

3.5.9 In case of rain or wet conditions on a match day, everybody must show up to the ground unless both captains and umpires agree to call of the game as abandoned via a conference call and confirmation of the agreement is captured via text messages (example – via WhatsApp group)

3.6     THE TOSS:

3.6.1 Witness by Umpire   

At least one umpire must be at the field of play, ready for a toss 20 minutes before the scheduled or rescheduled start of play. The toss must be made at least 15 minutes before scheduled or rescheduled start of play. Once made, the winning captain shall notify his counterpart of his decision to bat or bowl immediately, once notified, the decision cannot be changed. If he does not adhere to this rule, umpires may offer toss to loosing captain.

3.6.2 AWARDS OF TOSS:

To begin a match both teams must have a minimum of 9 players physically present at the field and on the ground, in view of umpire(s), between 15 mins before scheduled start. At 15 minutes before, if one team has less than 9 players the toss is awarded to the team that has 9 or more players.

3.7     Player(s) addition / Replacement:

3.7.1 Once the schedule released, squads will be locked on a set deadline.

3.7.2 Players can be swapped between different formats.

3.7.3 Once a player has been omitted from the team, for any reasons (injury, relocation, unavailability) or the player leaves the team, that player cannot be re-added to the squad.

3.7.4 Such player cannot be re-entered in the squad once removed.

3.7.5 In the event of adding or removing players from the squad, all the captains should be informed by this change via approved communication e.g. WhatsApp group.

3.7.6 Player transfer or replacement can only be approved by NACA based on justifiable reasons including injury.

3.7.7 Such notification must be submitted in writing via email minimum 48 hours prior to upcoming scheduled match.

3.7.8 There will be no transfer allowed between teams once schedule is released. Player only can be added up to 1st round of league. If a team wish to add a new player, he must play 30% of the format in order to be eligible for Playoff.

3.7.9 If any team field a player or include within their registered team without him being NACA member, it is subjected of disciplinary actions up to disqualification of the team from League.

3.8     Gears and Uniform:

3.8.1 Each team must have Non-White proper colored uniform and colored pads.

3.8.2 All the gears that are supposed to be worn under the clothing must be used the same way. For example, Abdomen guard, thigh pads and chest guard need to be worn inside the uniform and not the outside.

3.8.3 Helmet is mandatory for all batsmen.

3.9     Player(s) late arrival:

3.9.1 Captain must release 11 playing members of the players’ roster prior to the toss. However, if a player is coming late, then he won’t be allowed to be used on his specialist role right after his arrival. He will have to wait for the number of overs he had been absent from the field to be used in his specialist role. For example, if a player arrived 5 overs after the start of the game and his team is bowling, he cannot ball until after 10th over of the innings.

3.9.2 If the player is absent from the field during the innings, he will have to be present on the field for the same number of overs that he was absent for in order to ball.

3.9.3 In case of batting innings, same rules apply. But a batsman can bat right away if 5 wickets have fallen at his arrival.

3.9.4 If a player/players doesn’t show up before the end of up to first innings power play ( or 35 minutes after game start)  then that player /players will assume absent from the game and they can’t play that game. captain is responsible to ensure umpire is informed.

3.10   Scorers

3.10.1 Batting team captain must provide a competent scorer who would score during the innings.

Umpires

Umpires shall report to the field 20 minutes prior to the match start time (unless made prior arrangements and approved by NACA) to give themselves enough time to access the field and conditions.

4.1 Umpires shall come prepared with all the items they need to officiate the game.

4.2 At least one umpire should be present at the time of toss. Second umpire, (if approved by NACA) must report to the field of play before the schedule start time of the game. Failure to do so could result in 50% of fine in match fee and future allocation in league games.

4.3 NACA shall provide match balls to the umpires prior to the game, preferable arrangements should be made to provide the balls night before the game.

4.4 Allocation of umpires is solely NACA Boards jurisdiction. No teams or captains shall be allowed to ask for changing the umpires.

4.5 Umpires shall report any disciplinary incidents or any other reportable incidents to the discipline committee and NACA Board no later than that Tuesday of the following week.

4.6 All substitute fielders shall be from the fielding team’s squad. Umpires shall not allow substitute fielders from a different team.

4.7 No physical or verbal abuse from any players is acceptable towards the umpires, failure to comply will result in disciplinary action. (Minimum—Maximum)

Important: For any disqualification reason which mentioned above in NACA League Rules, no league fee/dues will be refunded to any team/teams.
